Discussions are still open on how and ifCoronavirus emergency may or may not impact the present and future of our planet, on climate change and on biodiversity, but in the meantime, in practice, important decisions are made that go in both directions. Today we report one that concerns our country and encourages expenses to improve our homes and buildings from an environmental point of view, the New Ecobonus.

Unlike other times, in this case the times are fast. We start immediately from 1 July with many innovations that only partially overlap with the previous eco-bonus with the result for us citizens of expanding the possibilities of obtaining discounts. Let's go together to see what it is, what it provides and how it works.

New eco-bonus and old eco-bonus

We can define this new "superbonus" because it actually provides for a tax deduction of 110% on expenses incurred by 31 December 2022 be for energy efficiency and for the safety of buildings. It is contained within the Relaunch decree just approved by the Council of Ministers in which the perimeter of this provision is accurately illustrated, designed to meet yes to those who had work to do but above all to all those families in difficulty economic aggravated by the crisis and at the same time to many construction companies that with the lockdown have clearly recorded severe economic damage.

To avoid confusion with the decree already in force previously, let's try to analyze the differences and specify that the "Old" ecobonus it is not blown away by the novelty but remains valid until the end of the year for interventions on individual real estate units and until the end of 2021 for interventions in condominiums.

Compared to it, the concession that it is up to now changes ranged from 50% to 75% but above all it is the repayment times that are shortened. In a country like ours, where red tape is a plague, this is an extremely important factor.

We go from a wait of 10 years to a wait of 5 years, a true accelerated. Doing a bit of calculations, if we do € 100,000 jobs taking advantage of the new eco-bonus, we would receive € 22,000 a year for 5 years while with the old eco-bonus we would have received € 6,500 a year over the next 10 years. A big difference in treatment that we hope will push many families to take the opportunity and take advantage of it to make their home safe, or to energy efficiency.

Still compared to the previous eco-bonus, it must be said that the audience that can benefit from it is reduced. The eco-bonus already in force applied to any property and also to IRES subjects while the new rules concern only and only natural persons and only when the work must be carried out in condominium homes or in independent homes that are also first house of the taxpayer.

New eco-bonus: what it provides

Among the most facilitated interventions is that relating to insulation of a building that covers more than 25% of the plaster, with a maximum limit of 60 thousand euros but for the single real estate unit. In the event that the work is carried out by an apartment building, clearly the maximum ceiling becomes much higher, the 60 thousand euros must be multiplied by the number of condominiums in the building.

For another category of work the roof is halved and is 30 thousand euro always for single real estate unit. These are the interventions for the replacement - not for installation from scratch - in the condominium of the air conditioning systems existing winter systems with centralized systems for heating, cooling or the supply of condensing domestic hot water, with efficiency of at least class A . Also in this case in condominium multiplies and the new bonus takes on a certain consistency. The same roof is valid for single-family homes where existing winter air conditioning systems are replaced with systems for heating, cooling or the supply of domestic hot water with a heat pump.

If you are already doing the calculations for your home, it is very important that you know that these roofs concern the single intervention; if you do more than one, you must consider the roofs of one and the other work separately. This means that by combining several “ecological” interventions, a ceiling of 90 thousand euros.

If we have planned to install a photovoltaic system with an intervention carried out at the same time as the other subsidized works, then we are entitled to new ecobonus but this time the roof is 48 thousand euros per building, even if it is a condominium and the self-produced energy not consumed must be sold to the GSE

A category of works that we have not yet mentioned but which is within the new bonus is that which concerns the installation of charging stations for electric cars and static consolidation interventions in an anti-seismic function.

New ecobonus: how it works

So that the interventions we have planned fall within the new ecobonus it is explicitly explained that they must be for improvement, definitely for improvement. This means they need to take our home one big step forward at least two energy classes, or if we are already well placed, let us reach the maximum technically possible.

As for the inevitable bureaucratic part, there are some things to know. Invoices relating to the work carried out must be paid absolutely through talking bank transfer and the documentation must be sent electronically to Enea, all must be accompanied by a report that officially confirms the appropriateness of the costs incurred. Between the lines of the new eco-bonus, however, we also find a magnificent novelty. It's possible transfer the tax credit to a bank or even directly to the supplier company which becomes the holder in all respects of the 110% subsidy and in turn can transfer it to another party or keep it. This choice goes against the need to avoid the risk of incapacity.
